WEDNESDAY, Sept. 28 (HealthDay News) -- New research suggests that sick people who talk about advance directives don't die earlier than their counterparts who don't have those discussions about end-of-life care.

The study only looked at patients who were mildly or moderately ill, not those who were expected to die soon. And the study doesn't definitively prove that the discussions don't affect death rates.

Still, the findings suggest that "having a discussion or completing a directive doesn't lead to harm. We can promote autonomy, and not be worried that we're harming patients," said study author Dr. Stacy M. Fischer, an assistant professor at the University of Colorado School of Medicine.

Fischer and her colleagues launched their study in the wake of the 2009 health care debate, after a provision that allowed funding for advance directive discussions under the Medicare program came under scrutiny, according to background information in the study. Although this provision had been in place during the George W. Bush administration, the Obama administration removed the provision from the Affordable Care Act so that the issue could not cloud the larger debate about affordable health care, the study said. The controversy also introduced the term "death panels" to the public. Media reports say no such panels -- alleged to allow doctors to make decisions about who lives or dies -- actually existed in President Obama's health care reform proposal.

Ordinary advance directive discussions can be difficult. Dr. Jennifer Mack, an assistant professor at Harvard Medical School who's familiar with the findings, said patients and families sometimes don't feel positive about advance directive discussions. "They feel that the physicians who bring these issues up are not necessarily acting in their best interest, but have a particular agenda," she said.

Mack added that some people may be concerned about a "self-fulfilling prophecy" -- the idea that "if we say a patient has two weeks to live, the patient will believe that."

Fischer said she wanted to address a concern that the discussion of "death panels" implies that advance directives will "somehow lead families or health care providers into stopping providing care."

The study authors examined the medical records of 458 patients at Colorado hospitals who were asked at their bedside whether they'd taken part in discussions about advance directives. The researchers focused on 356 people who were thought to be at low (297 people) or medium (59 people) risk of dying over the next year; the study left out those who were expected to die imminently because that fact would be "driving those discussions," Fischer said.

The researchers found that 45 percent of the 356 patients said they'd had discussions about advance directives, although just 10 percent had advance directive documents included with their medical charts. Six percent had living wills, 9 percent had documents that gave someone else a durable power of attorney, and 7 percent had other types of similar documents.

About one-quarter of the patients died during the 2003-2009 follow-up period of the study. The researchers found that having a discussion about advance directives didn't boost or lower a patient's risk of death.

The researchers wrote that their study offers "limited data to counteract the misleading claims of those opposed to the advance care planning process."

Mack said the study appears to be sound, although the number of subjects is relatively small. "Trying to provide data to address some of these assumptions is probably a good thing," she said.

The study was published online Sept. 28 in the Journal of Hospital Medicine.

Israel releases Palestinian reporter for Al Jazeera (Reuters)

JERUSALEM (Reuters) ? Israel freed a Palestinian correspondent for Al Jazeera from custody on Monday, saying he had confessed to links with Hamas and had received a suspended prison sentence.

Samer Allawi, a West Bank native and head of the Arabic satellite station's Kabul bureau, said after his release that his contacts with Palestinian Islamists were part of his work as a journalist.

Allawi, who was arrested on August 9 at the border crossing to Jordan after visiting family in the city of Nablus, accused Israel of using him to "extort" Al Jazeera.

The Qatar-based station's Jerusalem bureau has occasionally sparred with Israeli officials who accused it of bias.

Israel said Allawi was convicted by a military court of "conspiracy to provide a service for an outlawed organization" but, under a plea bargain, received a suspended 8-month jail term and was free to return to Afghanistan.

According to Israel's Shin Bet intelligence agency, Allawi confessed to enlisting in Hamas in Pakistan in 1993 and maintaining contacts with the group in Syria and the Gulf.

"Allawi agreed to carry out military or organizational activity as required by Hamas," the Shin Bet said in a statement.

This, the Shin Bet said, included bids to "exploit" Al Jazeera and bolster Hamas "by criticizing American actions in Afghanistan and voicing support for the Palestinian 'resistance.'"

Hamas, which won a Palestinian legislative election in 2006 and seized control of Gaza in a brief civil war a year later, is designated terrorist group by Israel, the United States and European Union.

Though it enjoys support from Muslims abroad, Hamas says its operations are limited to Israel and occupied Palestinian territory.

"There was no evidence against me," Allawi told Reuters upon returning to the West Bank. "The whole arrest episode was a charade aimed at extorting Al Jazeera. I was not the target."

He met with Hamas, Allawi said, because "I meet people everywhere from whom I can get the news."

The plea bargain included a 5,000 shekel ($1,351) fine, Allawi said. The Shin Bet would not comment on the amount.

Al-Jazeera's Jerusalem bureau, run by an Israeli Arab, was briefly boycotted in 2008 by government officials who accused it of reporting in favor of Hamas. The Islamists' Palestinian rivals in the secular Fatah movement have made similar complaints. Al Jazeera denied wrongdoing.

Consider This: Upside Down Customer ServiceIf you?ve been following along the last month or two, you know I?m doing some renovations on my house. And it?s had its fair share of ups and downs, but that?s to be expected of a project of any magnitude. But one particular experience put me on my heels a bit, and has me contemplating once again the way we approach taking care of our customers.

I try really hard to be the ?cool customer?. The one that?s not pushy, that isn?t demanding and bitchy, the one that doesn?t dicker over nickels and dimes and rolls with the punches when little things go awry, like schedules or backordered parts. I try really hard to be friendly, to be easy to work with, to be flexible and adaptable. After all, I?m both a customer, and someone who works on the business side and knows the value a customer that?s great to work with.

So why should I be penalized for that? But penalized I?ve been. Let me explain.

I ordered a custom vanity to be installed in my bathroom. Roundabout the last week in July, I placed my order; a vanity, a side cabinet, and a small countertop. Compared to some of the big, fancy orders they get for massive kitchens and palatial bathrooms, my order was really straightforward. The time I was quoted was about four weeks. Longer than I really wanted, but hey, it?s not buying stock stuff, so I?d wait.

Here, 7.5 weeks later, they showed up to install my vanity. a full three and a half weeks after they told me. No apologies, no explanations, no nothing. And I had to get pissed before they promised me a date, then they blew that date again by almost a week.

Why do we do this?

The more I interrogated my contractor and the cabinet folks, one thing became clear: The problem? I wasn?t a squeaky wheel. I didn?t bitch and complain after the first delay, or even after the second. I didn?t call every day and throw attitude around. And what they didn?t come out and say but that was definitely implied in our conversations? Other people made more noise.

They pushed and demanded tighter deadlines with more complex orders, and leaned hard on the company to deliver. They got cranky, and were difficult to deal with, so the cabinet guys wanted them done with sooner. And guess who paid the price? Me, the one who had tried to be easygoing. I was easy to delay, because I never made a fuss. Perhaps they figured I never would.

I?m drawing from this personal example because it illustrates something really upside down about the way we treat most customers.

We chase new customers with attractive acquisition offers and discounts rather than figuring out how to better reward our existing customers. Our customer service is built to be triage first, because the squeaky wheels get the grease, and they make the most noise to their friends (which means they have the potential to do more damage). And we wonder why people go running to the amplifier of social media when they need their problem solved? We?re reinforcing the behavior we don?t want by rewarding it with priority.

I know this isn?t an easy answer, because fixing mistakes usually needs to be the first order of business, and I?m all about owning it when you screw up. But I can?t help but wonder if we don?t create more ?mistakes? for ourselves by simply neglecting the people that are easy to do business with because they?re easy. I wonder how many customer service and satisfaction issues like mine could be avoided, or at least reduced, if we put more effort toward taking care of the customers that are great to work with.

I don?t have the answer to this puzzler. With all things I?m sure there?s a balance. In my case, I?m sure I could have been more assertive about my needs and my displeasure at continually being pushed to the back of the line. Maybe I was too friendly and nice. I think that customers have a responsibility, too.

But are we spending so much time dodging bullets that we don?t have any resources leftover to serve the customers that make it a pleasure to come to work each day? Do loyalty and ?preferred customer? programs get the job done, or are they tokens that don?t really mean much? Is the ?squeaky wheel gets the grease? philosophy one we just have to accept as a part of doing business, either as companies or as customers? Do we value mitigating risk more than we do investing in the people that really power what we do?

Turban bomb kills ex-Afghan president

A suicide attacker with a bomb in his turban posed as a Taliban peace envoy and assassinated a former Afghan president who for the past year headed a government council seeking a political settlement with the insurgents.

Tuesday's attack, carried out in former President Burhanuddin Rabbani's Kabul home, dealt a harsh blow to attempts at ending a decade of war. The killing of Rabbani, an ethnic Tajik and one of the wise old men of Afghan politics, will blunt efforts to keep in check the regional and ethnic rivalries that help feed the insurgency.

President Hamid Karzai cut short a visit to the United Nations and called on Afghans to remain unified in the face of Rabbani's "martyrdom." An emergency Cabinet meeting was called for Wednesday.

The attack came days after a daytime assault by insurgents on the U.S. Embassy and NATO headquarters that deepened a sense of insecurity in the capital.

NATO said in a statement that two suicide bombers were involved in the attack on Rabbani, both of them men who had feigned a desire to reconcile with the government. It was unclear if a second bomber was able to detonate his explosives.

Taliban spokesman Zabihullah Mujahid claimed responsibility, saying the killer had gone to Rabbani's home for talks.

"As soon as Rabbani came three steps forward to hug Mohammad Masoom, he triggered his explosive-filled jacket killing Rabbani, (another) Taliban militant Wahid Yar and four security guards present at the house," he told Reuters.

The Kabul police chief's office, in a statement, said the explosives had been hidden in the suicide bomber's turban.

Afghan officials, however, insisted there was only one attacker. Four men were wounded, including a key presidential adviser, said Mohammad Zahir, the head of criminal investigations for the Kabul police. Initial reports had four bodyguards killed but Zahir said those were incorrect.

Taliban flex muscles with Afghan assassination

Close friends of Rabbani said that the former president returned from a trip to Iran to meet with a man who had been described as a high-ranking Taliban contact. The visitor, a young man, was shown into the house by two of Rabbani's associates at the Afghan High Peace Council, who insisted that he did not need to be fully searched, said a friend who spoke anonymously because he was not a spokesman.

'His turban exploded'
When Rabbani appeared, the man shook the former president's hand and bowed as a sign of respect, said Fazel Karim Aimaq, a former lawmaker from Kunduz province and friend of Rabbani.

"Then his turban exploded," Aimaq said. The blast broke windows in Rabbani's home and shook nearby houses.

As the leader of the anti-Taliban Northern Alliance, Rabbani sought a political deal with the Taliban ? with U.S. blessing ? and he will be hard to replace soon. His death could unleash a well of resentment among some senior Northern Alliance members, who accuse Karzai of colluding with the Taliban.

Already Afghanistan's ethnic minorities have begun to rearm in the face of negotiations with the Taliban, who are mostly ethnic Pashtuns, as is Karzai. Rabbani's killing is likely to accelerate that process and lay the foundation for a possible civil war once U.S. combat troops leave the country or take on support roles by the end of 2014.

In Kandahar province, the birthplace of the Taliban movement, officials worried that the assassination would dampen peace efforts.

"It is a great loss not only to the peace program, but for this nation as well," said Atta Mohammad, who heads up reconciliation efforts in the province. "This bombing will have a big impact on the peace program for some time."

President Barack Obama said the killing will not deter the U.S. and Afghanistan from helping that country's people live freely. He said the former president's death is tragic because he was a man who cared deeply about Afghanistan. Obama commented at the start of a meeting in New York with Karzai.

'We have to continue'
Shukria Barakzai, a lawmaker from Kabul, was visibly shaken as she stood outside Rabbani's house in the Wazir Akbar Khan area of the city, near the U.S. Embassy and NATO headquarters.

"We don't want the whole peace process to get stuck," she said. "We have to continue, we have to."

Rabbani, who was about 70 years old, headed the country's High Peace Council, set up by the Afghan government to work toward a political solution to the decade-long war. It had made little headway since it was formed a year ago, but it was backed by many in the international community as an important first step toward a settlement.

British Prime Minister David Cameron said Rabbani had played a key role in the peace process.

"He was a respected former president of Afghanistan and played a vital role as the chairman of the Afghan High Peace Council," Cameron said. "He will be sorely missed but the work of the Peace Council will go on. We remain determined to see Afghanistan prosper."

Rabbani was president from 1992-1996, heading the Afghan government that preceded the Taliban rule. After he was driven from Kabul in 1996, he became the nominal head of the Northern Alliance, mostly minority Tajiks and Uzbeks, who swept to power in Kabul as a U.S.-led invasion toppled the Taliban regime in late 2001. Rabbani headed the Jamiat-e-Islami political party.

"We lost our leader. We lost our leader," Habibullah, a close friend of Rabbani's, said as he stood crying outside a hospital.

Karzai's adviser Mohammad Masoom Stanekzai was wounded in the attack. A relative who answered Stanekzai's phone said that the wounds did not appear to be life-threatening, but that Stanekzai was in the hospital. The relative declined to give his name because of the sensitivity of the situation. Also wounded were council member Rahmatullah Wahidyar, who had brought the supposed peace envoy to Rabbani's house, and two of Rabbani's staffers.

Stanekzai is a top official with the High Peace Council and the head of a reintegration program for mid- and lower-level Taliban back into Afghan society. The program has so far managed to reintegrate only about 2,000 of the estimated 25,000-40,000 insurgents in Afghanistan.

Reintegration was the other half of reconciliation, which aims to broker a peace deal with the senior Taliban leadership.

'Extreme anger and shock'
Last week, Rabbani led a conference of provincial governors and officials who met in the southern city of Kandahar to develop policies for reintegrating insurgents who want to give up the fight. At the conference, he urged those in the provinces to counter insurgent propaganda claiming that international forces were invaders in Afghanistan.

Pakistan's Prime Minister Yusuf Reza Gilani and President Asif Ali Zardari condemned the assassination. They conveyed their "extreme anger and shock" to the Afghan government over the killing, according to a statement released by the Pakistan government.

Taliban factions based in northwest Pakistan and allegedly supported by elements of the Pakistani security forces have been blamed by Afghan and U.S. authorities for high-profile attacks in Afghanistan, especially in Kabul, over the past three years.

Barakzai said that residents of Kabul were tired of the constant attacks in the city, including a 20-hour assault against the U.S. Embassy and NATO headquarters in Kabul that finally ended Sept. 14. That attack killed 16 Afghans ? five police officers and 11 civilians, more than half of them children. No one at the embassy or NATO was killed.

"Every single week we have such an attack," she said.

U.S. and Afghan officials have blamed the Pakistan-based Haqqani network for carrying out that attack and others in the capital and openly stated that the insurgent group has ties to the Pakistani government ? a rare public shot at the role Afghanistan's neighbor to the east plays in bolstering the insurgency.

Abdullah Abdullah, a Tajik leader who lost to Karzai in the 2009 presidential election, said Rabbani's death was significant.

"He was a jihadi leader. From the beginning to the end of his life he did his best to bring peace and stability to this country, and it is a big loss for all Afghan people," Abdullah said.

'They are trying to kill us'
Abdullah, who has been critical of Karzai's attempts to reconcile with the Taliban, said "we should recognize and know our enemy from lower ranks up to the top officials of the country because by any means, by any way, they are trying to kill us and eliminate all high-ranking officials and jihadi leaders."

The Taliban have been targeting senior officials in the government and close associates of Karzai.

On July 27, an insurgent with a bomb under his turban killed the mayor of Kandahar, Ghulam Haider Hamidi. Five days earlier, a close associate gunned down Karzai's powerful half brother, Ahmed Wali Karzai, at his home in Kandahar. During Karzai's funeral a turban bomber killed a prominent cleric. The killings prompted Karzai to urge Afghan religious leaders to condemn the use of turban bombs.

That same month, Karzai's inner circle suffered another hit when gunmen in Kabul killed Jan Mohammad Khan, a presidential adviser on tribal issues and a former governor of Uruzgan province, which is also in the south.

On May 28, a suicide bomber infiltrated a high-level meeting in Taloqan, Takhar province, killing northern Afghanistan's top police commander, Gen. Mohammed Daoud, provincial police chief Shah Jehan Noori and two German soldiers. He also seriously wounded the German NATO commander in northern Afghanistan, Maj. Gen. Markus Kneip.

(AP) ? Suspected drug traffickers drove two trucks to a main avenue in a Mexican Gulf coast city and dumped 35 slaying victims during rush hour while gunmen stood guard and pointed their weapons at frightened motorists.

The gruesome scene Tuesday in the downtown of Boca del Rio was the latest escalation in drug violence in Veracruz state, which sits on an important route for drugs and Central American migrants heading north.

The Zetas drug cartel has been locked in a bloody war with drug gangs for control of the state.

Veracruz state Attorney General Reynaldo Escobar Perez said the bodies were left piled in two trucks and on the ground at an underpass near the city's biggest shopping mall and its statue of the Voladores de Papantla ? ritual dancers from Veracruz state.

Police had identified seven of the victims so far and all had criminal records for murder, drug dealing, kidnapping and extortion and were linked to organized crime, Escobar said. He didn't say to what group the victims belonged.

Motorists caught in the horrifying scene Tuesday afternoon posted warnings on Twitter that masked gunmen in military uniforms were blocking Manuel Avila Camacho Boulevard and pointing their guns at civilians.

"They don't seem to be soldiers or police," one tweet read. Another said, "Don't go through that area, there is danger."

Escobar said police were reviewing surveillance video recorded in the area.

Local media said that 12 of the victims were women and that some of the dead men had been among prisoners who escaped from three Veracruz prisons on Monday, but Escobar said he couldn't confirm that.

At least 32 inmates got away from the three Veracruz prisons. Police recaptured 14 of them.

Earlier Tuesday, the Mexican army announced it had captured a key figure in the cult-like Knights Templar drug cartel that is sowing violence in western Mexico.

Saul Solis Solis, 49, a former police chief and one-time congressional candidate, was captured without incident Monday in the cartel's home state of Michoacan, Brig. Gen. Edgar Luis Villegas said during a presentation of Solis to the media.

Solis is considered one of the principal lieutenants in the Knights Templar, which split late last year from La Familia, a pseudo-religious drug gang known as a major trafficker of methamphetamine.

Drug violence has claimed more than 35,000 lives across Mexico since 2006, according to government figures. Others put the number at more than 40,000.

In northern Mexico, the army announced the detention of two more suspects in a casino fire that killed 52 people last month in the northern city of Monterrey.

The two men captured at a bar in Monterrey late Monday confessed to being members of the Zetas drug cartel and participating in the attack, federal prosecutors said.

Separately in Nuevo Leon, Mexican marines captured 19 alleged members of the Zetas drug cartel at a ranch that was being used as a training camp in the town of Colombia, the military announced.

A navy statement said that seven minors were among those detained and that marines seized four rifles, a pistol, and several military uniforms and boots.

LibDem Conference Speech: Sarah Teather | Callum Jones


This morning Sarah Teather delivered her key-note speech at the ICC, Birmingham for the Liberal Democrat 2011 Autumn Party Conference.? I have posted it in full below.

Good morning conference.

?Education? beyond all other devices of human origin, is the great equalizer of men, the balance-wheel of the social machinery.?

The quote is from Horace Mann, the great 19th?century American reformer. But it speaks to the instincts of liberals here with as much resonance as then.

The scandal is that though it should be true, it isn?t.

?

LABOUR?S LEGACY

You will hear many people talk this week about the shocking state of the nation?s finances that was Labour?s legacy. I want to talk about another of Labour?s legacies: the shocking inequality at the heart of the nation?s education system.

A system where the poorest children start school behind and fall further behind at every stage.

Where poor seven-year olds are twice as likely to fall short in reading and writing than their richer peers.

Where the poorest 16-year olds are three times as likely to fail to get five good GCSEs as the richest.

Labour didn?t only waste money ? they wasted the chance to make a difference for our children.

We have come to expect that poverty will inevitably always go hand in hand with poor attainment. But in other countries it does not necessarily follow.

Something in the way society functions, in the way education works, makes children elsewhere more resilient, more self confident, more aspirational, better able to benefit from what education has to offer, and so escape their family background.

Conference, it is not acceptable that poor children to fail. That reflects badly on the complacency of the previous Government, and it reflects badly on the complacency of our society.

We have to put it right.

It is our ambition that every child will be the author of his or her own life story, will be able to fulfil his or her own potential, not bound by the confines of their family background, of their parent?s job or wealth, or of other?s expectations.

To break the link between your birth and your fate: this is our task. It is the reason we are in Government.

It is the reason I came into politics.

It is not an easy task. But it is the challenge we have chosen to take on, and carefully, and consistently, we have begun to try and tilt the playing field, back in favour of those children and families who are falling behind.

EARLY YEARS

What do we know about how best to make that difference?

Inequality starts early. A bright child from a poor background in Harlesden in my constituency will already have begun to fall behind at two. Life?s race is too often lost long before they start school.

Liberal Democrats have consistently argued that we need to intervene early.

So we?re reviewing the early years curriculum for every child and every nursery.? It will be simpler for parents and more focused on how children develop and learn.? And I?ve just announced a review of workforce qualifications, to make sure the best people are working with our youngest children.

But that won?t help, unless it reaches the children who most need it.

So, Liberal Democrats in government have extended the free hours of early years education for all three and four year olds. For the first time, we will make 15 hours of early education available to all disadvantaged two year olds.

And this early education will become a legal entitlement.

And today I can make a further announcement.

I will shortly be launching a consultation on how councils will decide which children are eligible.

I?ll propose that first and foremost every family who meet the criteria for free school meals should qualify, along with looked after children.

What?s more, we know that some children with special educational needs and disabilities could particularly benefit from extra support at an early stage.

So I?m proposing that councils should be free to offer it to these other groups if they choose.

I have seen the difference this commitment will make.

Children whose confidence and vocabulary has been radically changed because of these crucial hours of early education.

Children who will begin school further ahead because of help they had at a critical time.

Conference, these children will have a fairer start in life because Liberal Democrats fought for it and Liberal Democrats in Government made it happen.

PUPIL PREMIUM

That?s not all we?re changing. Since April this year, schools in England have had an additional ?625m to spend on the pupil premium.

Schools up and down the country are already using this extra money to help children who otherwise would have fallen behind their peers.

Extra individual tuition.

Parent support advisors.

Out of school clubs.

We?ll be sharing evidence about what works, and making sure that schools are held to account on the results they achieve.

We have to do more.

Today I can announce that, next year, the amount of money available for the pupil premium will double to ?1.25bn. Doubling the amount of support schools are able to offer their most disadvantaged students.

Conference, five years ago, as your Education spokesperson in opposition, I asked you to support the pupil premium. You went out and campaigned on it. Nick Clegg championed it. It was on the front page of our manifesto. We put it at the centre of our coalition negotiations and we made sure it was protected it in the spending review.

Conference, children across the country will have a fairer start in life because Liberal Democrats fought for it and Liberal Democrats in Government made it happen.

EDUCATION SYSTEM

I?d like here to thank my parliamentary colleagues Joan Walmsley, Dan Rogerson, Simon Wright and Tessa Munt, and Cllr Gerald Vernon Jackson and James Kempton who sit on the Education Department?s advisory group. They have worked tirelessly over the past year to support me in working to close the achievement gap left by Labour.

A fairer school admissions systems.

A better deal for children excluded from school.

Strengthened access to vocational education, and so much more.

Together, we are tackling Labour?s wasted years.

Years when youth unemployment increased by over a third.

Years when thousands of young people were pushed towards qualifications that didn?t lead to college or a job.

Years when our young people fell further behind their compatriots in other developed countries.

Conference, Labour may have thought this was a record to be proud of but?we?do?not.

SUPPORTING FAMILIES

If we?re going to turn around the entrenched relationship between poverty and life chances, yes, quality education is an important part of the story.

But it is only one piece of the jigsaw.

We all know what marks the difference between the 5 year old who begins school confident, sociable, able to read and write their own name, compared with the child who isn?t ready for school. It is as much to do with the head start they were offered at home by their family.

Strong, stable, confident parenting.

Mothers and fathers spending time with children, reading them stories, engaging with their education.

And yet just this week UNICEF published a report showing how our parents feel under so much more pressure than in other countries, so much less confident in their parenting ability.? They struggle in finding time for their children.

Liberals have traditionally said that it is not Government?s job to interfere in family life.

But if we are serious about allowing each individual to realise their full potential, it must surely be Government?s job to create the kind of society in which all families are able to flourish. The kind of society which fosters a safe, stable and happy environment in which children can grow and develop.

Every family goes through tough times, but if you don?t have family close by, if you are bringing up a child on your own, if your health is poor or you are out of work things can be really difficult. If you are lucky, friends and family can step in. But if you aren?t, if we are going to provide that fair start for every child, we need to offer families the support they need.

That is why the Government is investing in relationship support. ?30m over the next four years.

That is why Ed Davey has proposed to extend parental leave to both parents, to give families more flexibility and to encourage both parents to play their part.

That is why Children?s Centres are so important ? with a new core purpose, clearer that they?re accessible to all, but more focused on what works for the most disadvantaged and needy families.

And we are now identifying some of the best Children?s Centres to become centres of excellence, training others in offering support, and making changes so that parents and community groups can be more involved in how they are run.

PARENTING SUPPORT

But we want to do more. To respond to those parents who say they are under pressure, and would like more information on what to expect, more ideas on how to cope, and more ideas for helping their child learn and develop.

So I can announce today that the Government will shortly begin piloting an offer of voluntary parenting classes for every parent of a child under 5 in three or four areas.

This is a direct response to the evidence that the home learning environment is the biggest single determinant of your child?s future success. Where parents support their children to learn, the link between poverty and poor attainment can be broken.

SOCIETY AFTER THE RIOTS

But bringing up children isn?t just a job for parents. It is all of our responsibility.

The riots this summer gave most of us pause for thought. Many theories were proffered in the immediate aftermath, some more ludicrous than others.

Liberal Democrats in Government have tried to take a more thoughtful approach.

And in responding to what we saw on our television screens, we also saw differences between the political parties.

Differences in their values, and what they believed for the future of our country.

For me, it provoked many deeper questions about the kind of society we are trying to create, the kind of society we want our children to grow up in.

Our schools ? are they places where children are happy and safe, and want to learn or are they places where a macho, and ?have that now? culture gets in the way of aspiration and achievement?

Our families and friendships ? are they built on strong relationships, or, as that UNICEF report suggested, are they too often filled with ?stuff? we can buy as a substitute for valuable time?

Our communities ? are they places that encourage children to be children, or are they dominated by what adults want and desire?

Our country ? is it one where individual rights are cherished and protected, or where the response to threat is to clamp down harder? ?Is it one where your birth is allowed to equal your fate, or where we use the nation?s resources to fight against it?

Conference, it is time to think again about how we value children and young people, how we portray them, and what part they play in society.

It is time to challenge Labour?s wasted years.

It is time to be strong in standing up for human rights, for children?s rights, and for a society that is free and fair for all.

Liberal Democrats, you fought for a fair start for every child.? And in government, that is what we will deliver.
