Fukushima victims: homeless, desperate and angry (Reuters)

FUKUSHIMA, Japan (Reuters) ? At last, victims of Japan's nuclear crisis can claim compensation. And they are angry.

They are furious at the red tape they have to wade through just to receive basic help and in despair they still cannot get on with their lives seven months after the huge quake and tsunami triggered the world's worst nuclear disaster in 25 years.

Shouts fill a room at a temporary housing complex where seven officials, kneeling in their dark suits, face 70 or so tenants who were forced to abandon their homes near the Fukushima nuclear plant after some of its reactors went into meltdown after the March 11 quake struck.

"We don't know who we can trust!" one man yelled in the cramped room where the officials were trying to explain the hugely complex procedures to claim compensation.

"Can we actually go back home? And if not, can you guarantee our livelihoods?"

About 80,000 people were forced to leave their homes by the nuclear crisis.

While the owner of the plant, Tokyo Electric Power Co, has made temporary payments to some victims, it was only last month that it finally began accepting applications for compensation.

But the procedure is so complicated that it seems to just make things worse.

After claimants have read a 160-page instruction manual, they then have to fill in a 60-page form and attach receipts for lodging, transportation and medical costs.

"It's too difficult. I'm going to see how it goes. I don't want to rush and mess up," said Toshiyuki Owada, 65, an evacuee from Namie town, about 20 km (12 miles) away from the plant.

Owada is one of many who still has not applied for compensation even though they have lost jobs or businesses and are running out of cash.

COMPLEX AND UNFAIR

The complexity of the task is one deterrent.

There is another -- the perception that Tepco is not playing fair.

Confidence in the authorities is low. The government is seen as having bungled its early response to the crisis and being secretive about what was really happening.

Tepco is accused of failing to take sufficient safety measures at the Fukushima plant even though it knew the risks and then deliberately underplaying the extent of the accident.

It is also seen as insensitive.

One clause in the original instruction booklet telling victims they would have to agree to waive their right to challenge the compensation amount in order to receive payment provoked a public uproar.

Chastised by the government, the company promised to drop the clause, issued a simplified 4-page instruction booklet and assigned 1,000 employees to Fukushima prefecture to help victims with the process.

"There may be times when the content is difficult to understand or in some cases our employee in charge may not grasp it fully, but we would like to explain and respond as carefully as possible," said Tepco spokesman Naoyuki Matsumoto.

A government panel overseeing the compensation scheme estimates claims are likely to reach 3.6 trillion yen ($46.5 billion) in the financial year to next March.

FEW CLAIMANTS

But so far just 7,100 individuals have applied to Tepco for compensation out of the 80,000 it send forms to.

And of the 10,000 businesses in the Fukushima area, a mere 300 have submitted claims.

The company expects a total of 300,000 claims from businesses given that the impact of the radiation crisis has been so widespread.

Victims can sue but that is rare.

Junichi Matsumoto, a Tepco official, said the utility faces about 10 lawsuits so far. He declined to disclose details but said some were seeking more than the firm deemed appropriate.

Yuichi Kaido, an attorney and the secretary-general of the Japan Federation of Bar Associations, said lawsuits are considered a last resort in conservative rural northeast Japan.

"In the end, many lawsuits could take place," he said.

"But the majority is thinking of first speaking with Tokyo Electric or seeking mediation . "

SENSE OF RESIGNATION

The final compensation depends on whether and when victims will be able to return to homes within a 20-km evacuation zone. That question remains unanswered, breeding a growing sense of resignation among evacuees.

Some said they doubt they will ever be able to go home and suggested their entire towns simply be relocated and many worry about long-term health effects of radiation.

An Asahi newspaper poll showed this month that 43 percent of evacuees still want to return, down from 62 percent in June.

For many, what is now on the table -- reimbursement for moving and transportation costs associated with evacuating, compensation for damage to health, lost jobs, and psychological suffering -- only deepens frustration over what they have lost.

Tokyo Electric said it will pay about 100,000 yen a month for the period to end of August as compensation for psychological trauma. After that, the sum will be halved.

"Evidence that we have lived our lives is completely destroyed and for that, we are told that we will be compensated 100,000 yen for our psychological suffering. That's it?" said 75-year-old restaurant owner Sumiko Toyoguchi, who had to leave her home in Namie.

"What's at the root of our frustration is that we cannot see what our tomorrow will be like." ($1 = 77.365 Japanese Yen)

Exclusive: New Greek PSI haircut around 30-50 percent (Reuters)

BRUSSELS (Reuters) ? Losses for private investors on Greek debt in the second financing package for Athens are likely to be between 30 and 50 percent, rather than the earlier agreed 21 percent, euro zone officials said on Wednesday.

The euro zone is reviewing the terms of its second financing package for Greece, including the private sector contribution, because Greece is in a deeper than expected recession and market interest rates have changed since then.

International inspectors now do not expect Greece to return to growth until 2013, rather than the earlier forecast 2012, which, together with delays in structural reforms and privatization, increases Greek financing needs.

The additional costs will have to be redistributed between governments and private investors.

Euro zone leaders agreed on July 21 to provide 109 billion euros to Greece in new official financing, together with the International Monetary Fund until mid-2014.

In addition, under a voluntary debt restructuring deal, private creditors would end up taking a loss of about 21 percent in the net present value of their Greek bond holdings -- what is called a "haircut" -- contributing an estimated 50 billion euros on a net basis through mid-2014.

Four euro zone officials confirmed that a haircut of 30 to 50 percent for private investors was now under consideration, but said no final decisions or agreements have been reached.

"It is still very much in the open and remains to be seen what the initial reaction of private investors will be," one euro zone official said.

"A voluntary participation is the target, for now at least, and many feel strongly that we must avoid any risk of full default," the official said.

"The haircut will be set at a level compatible with the voluntary nature of the private sector involvement," a second euro zone official said.

Losses for the debt would be 39 percent if current market prices for Greece's risk profile were used, according to Hung Tran, deputy managing director of the Institute of International Finance (IIF), which is helping arrange the private sector deal.

He said criticism that the 21 percent loss was not enough was based on inaccurately evaluating the deal. When the deal was agreed it used an assumed discount rate of 9 percent for the bonds, but the yield on Greek debt has since risen to about 15 percent.

"If people properly and correctly -- and consistent with market practice in the past -- evaluate the deal, they should use current discount rates. If they do that it implies the NPV (net present value) discount is 39 percent," Tran told Reuters.

The second financing program for Greece, funded through the European Financial Stability Facility (EFSF), the euro zone bailout fund, is to replace the first 110 billion euro bilateral emergency aid package from 2010.

Sources said that therefore the disbursement of the next, 8 billion euro tranche of aid for Greece would most likely be the last one under the old program and the remaining 37 billion euros of undisbursed funds would be folded into the second financing program.

    (AP) ? Republican presidential hopeful Michele Bachmann said Sunday that her unsuccessful fight against raising the federal debt ceiling kept her away from New Hampshire for nearly four months, but she's still committed to winning over voters in the key early primary state.

    Before starting a four-day bus trip Sunday, the Minnesota congresswoman had only campaigned in New Hampshire once since announcing her campaign in late June. Speaking to a small but enthusiastic group at a North Conway restaurant, she blamed the debt ceiling debate for her absence.

    Bachmann last visited the state June 28. The vote on raising the debt ceiling happened Aug. 2.

    "You didn't see me a lot here in New Hampshire and I'll tell you why: It's because my first duty was to go back to Washington, D.C.," she said.

    The latest WMUR Granite State poll, released last week, put Bachmann's support among likely New Hampshire GOP primary voters at just 2 percent, down from 12 percent in early July. In the earlier poll, she was in second place behind former Massachusetts Gov. Mitt Romney, who remains first in the latest poll as well.

    Despite those numbers, Bachmann told reporters that she "absolutely" will compete in the primary.

    "Of course we're going to be here," she said. "We had a wonderful relationship when we were here earlier this summer with the people of New Hampshire, and I'm coming back to remind people about my pro-growth message. I'm committed to the Live Free or Die state, to the principles of the Live Free or Die state."

    Ray Shakir, 62, of North Conway, said he's deciding between Bachmann, former House speaker Newt Gingrich and Atlanta businessman Herman Cain.

    "I'm certainly enamored of how she speaks with enthusiasm," he said after quizzing Bachmann about what approach she'd use in nominating Supreme Court justices.

    Shakir said he doesn't mind that Bachmann hasn't spent much time in New Hampshire because he "tries to look at it from a national perspective." But he doesn't think she has much hope of winning the primary.

    "I think, unfortunately, Romney's got it sewn up," he said.

    At a smaller outdoor gathering in Moultonborough later, New Hampshire Republican National Committeewoman Phyllis Woods asked Bachmann to weigh in on the scramble by states to set their primary and caucus dates. New Hampshire's secretary of state has yet to set a date, but the state is getting squeezed by other states that have moved up their contests.

    New Hampshire typically follows Iowa's leadoff caucus by eight days. But with Iowa's date tentatively set for Jan. 3, and Nevada set to caucus Jan. 14, New Hampshire may leap into December.

    Bachmann, describing her record of taking on tough challenges, said that would be fine with her.

    "I'm up for it sooner rather than later, so if you all want (the primary) in December, I'm up for it in December," she said.

    "All I know is, I want to be your Number 1. I want to be your sweetheart here in New Hampshire, so I'm going to be here competing and hopefully successfully for that spot. The states can do what they like. ... I will follow whatever law and whatever rule New Hampshire comes up with."

    He said many countries, including the USA, had suffered a financial ?meltdown? and were now getting on with things.

    He said Ireland must redouble efforts to keep the recovery on track and take advantage of the foreign direct investment that was becoming available on a large scale in Asia.

    He said the idea of a Minister for Asia was an excellent idea.

    MamaBlogger365 - Ruse, Regulation and Older Motherhood by *Dr ...

    This week, New York magazine?s cover features the captivating Maye Musk, fabulously ?pregnant? and posed in a manner reminiscent of Demi Moore?s equally captivating photo on the cover of Vanity Fair in 1991. What makes this photo the subject of so much hot topic discussion? Ms. Musk is in her sixties. The question thrust at readers from this cover is ?Is she just too old for this?? I find the question, and the one that opens the feature article, ?Is there anything wrong with being 53 and pregnant?? troubling. Insulting even.

    I?m going to push aside the fact that May Muske is actually NOT pregnant in this photo, and the questions that thus emerge about why it is New York couldn?t show an older woman who actually IS pregnant to make their point and pursue instead the questions on the cover and that lead the article. These questions echo a couple of centuries of ?shoulds? and ?shouldn?ts? that have been aimed at mothers in the U.S. and that have functioned to regulate women?s bodies and sexualities and movement in the world.

    In the early 1900s, the U.S. Children?s Bureau had a long list of them aimed, perhaps with good intention, at helping poor mothers to raise healthy babies. But the recommendations functioned to center white middle class child-rearing practices and to render problematic the practices, and even the foods, of other races/ethnicities (recommendations included: DO feed with potatoes but DON?T feed with pasta; don?t use garlicky or spicy foods; don?t have multiple generations living together). In the 1940s, during WWII, many women were told they should leave the home and get to work (the kids are fine without you), and then after the war they were told they should leave the workplace and return to the home (the kids will fall to pieces without you). Poor women over many decades have been told they should be working rather than home caring for their children (the kids will? well, nobody seemed concerned enough to make claims about those kids).

    And today?s mothers, across a vast range of incomes, are told they should invest enormous amounts of time, money, and energy into their children, who are so unbelievably fragile that one wrong move on the mother?s part will lead to the child?s certain ruin, even though current research suggests that families that follow this advice and are wholly child-centered are not producing quite the stable movers and shakers they thought they were.

    The social powers that seek to subject women to ever-increasing surveillance and regulation have, it seems, an ever-flowing font of ways to suffuse, at best, and drown out, at worst, women?s freedom and agency as mothers. None of the arguments against rearing children in later years ? wait, I mean against mothers rearing children in later years ? that regulatory font I mentioned doesn?t seem to flow toward fathers, doesn?t seem to hold much water. People deciding to have children should, I agree, make considerations about their health, and its impact on the family. This is the same for all parents, most likely. Some health outcomes are more conducive to parenting for 18 years or so than others, and this is something that those who are going to or wanting to become parents ought calculate as part of the equation. But to say that a year, say 53 or 63, or a look, say that of an older woman?s pregnant body, tells us what we need to know about the best interests of the children and, more importantly, entitles us to critique her decisions outright, is ignorant and self-satisfied, and participates in a much larger project of trying to control women under the ruse of protecting the children. And this is one ruse of which I remain deeply, and have been long, suspicious. I can see regulation right through it and I for one am not buying this critique of older women?s maternity as about anything else.

    The 3 Stages of Healing After an Affair | Sharp Articles

    When you discover your husband slept with someone else, it can be really devastating. In an instant you can feel like the bedrock of your whole world is pulled out from beneath you. You get a sinking feeling in your gut and it just all feels so hard to believe. I have been there myself. I know what you are dealing with. It can seem so intolerable you can just barely pull through a day at work without coming apart. How are you able to begin to heal your relationship from such a fragile place?

    Here are 3 bits of love help to help you out:

    First, is self-healing. It is no surprise that if you happen to feel so shaken, that you are going to need to address your own issues of trust and self esteem, which I?m certainly have been damaged severely. The key here is to completely express your emotions and don?t bottle them up. When you try to hide your emotions or pay no attention to them, they?ll only fester and feelings of antagonism will overtake you in the longer term. If you need to take a day off work and just cry, scream, or punch a pillow, then do that by all possible means.

    And if you cheated on your better half, I know you are probably wrestling with a lot of guilt and regret over what you have done. The same applies for you too. Don?t hang on to those emotions. If you do, you?ll just find ways to justify what you probably did or you?ll begin to feel like you are a forlornly flawed person. Express those feelings and let them go.

    2nd,Secondly, reconnect with your companion. After you?ve been through a stage of self-healing, you?ll need to understand that you are not going to be able to stop your marriage ending or relationship by yourself. You?re going to have to try this with your spouse.

    Take a little time to talk of what happened. Most affairs occur because one individual had unmet needs in the relationship and rather than handling the issues in their relationship, they chose to look to something else as an escape. Find out what these unmet desires were in your marriage. You do not have to clear up these issues yet, it is important to simply talk and understand what happened that brought you to this point in your relationship.

    Finally, is to rebuild your relationship. Trust is a particularly fragile thing. It is straightforward to lose, but it is slow to restore. The way to restore the trust is with transparency in your relationship. Both you and your spouse need to practice relentless transparency. The trust will begin to come back slowly and with tiny things initially, but with continuing work it will grow and your relationship can be restored.

    Also, take the time to formulate practical ways the both of you can avoid the issues in your relationship that finally led on to the affair. The most significant thing is that these solutions must be realistic and not overly idealistic. Try and find tiny steps the both of you can make to mend the relationship dynamic.

    Injectable Birth Control Increases Risk for HIV | www.dailyrx.com

    If you or your partner uses injectable birth control, you may be at higher risk of catching HIV, says a new University of Washington study.

    The latest findings show that injectable contraception, like Depo Provera, makes it easier for heterosexual people to transmit HIV to their partners. Switching to non-injectable contraception might be a smart move for men and women worried about HIV transmission.

    Researchers tracked 3,790 couples in Africa in which one partner was HIV-positive and the other was not. They found that HIV-negative women using injectable birth control were twice as likely to catch HIV from their infected partners, compared to women using other methods, such as a diaphragm, or none at all.

    Men also have an increased risk of becoming HIV-infected if their HIV-positive partner uses injectables.

    Birth control shots may raise your HIV risk.

    Use of oral birth control, known as ?The Pill,? was also linked to a slightly higher risk of HIV transmission, though researchers said the risk was small.

    Study author Dr. Jared Baeten says the findings could impact the future of family planning and HIV prevention programs.

    Injectable contraceptives are widely used in Africa, and could have dangerous implications for the global fight against HIV/AIDS.

    Isobel Coleman, director of the women and foreign policy program at the Council on Foreign Relations, told the New York Times that a major health crisis will result if birth control shots are helping spread the AIDS epidemic.?

    The World Health Organization will meet in January to discuss the findings.

    Researchers discovered the connection between hormonal birth control and HIV infection while conducting another type of study, the Partners in Prevention study, which examined whether treating herpes simplex II could lower the risk of acquiring HIV in couples with an infected partner. (It didn?t, say researchers.)

    The study authors warned that the results may be skewed because men were less likely to use a condom if a woman was on birth control, which could increase rates of HIV transmission, and because methods of birth control were self-reported and not verified by the researchers.?

    This observational study was published in The Lancet.

    HIV/AIDS

    In the United States, an estimated 1.1 million people are infected with HIV (Human immunodeficiency virus), the virus that causes AIDS (acquired immune deficiency syndrome). HIV is transmitted through sexual contact of bodily fluids (blood, semen) with mucus membranes (oral, vaginal, anal), and the introduction of infected blood products into the bloodstream (commonly sharing intravenous needles, less commonly blood transfusions).

    Mothers with HIV transmit the infection to their child in utero about 25% of the time in the absence of treatment. Early infection with HIV may produce flu-like symptoms of fever, nausea and vomiting, headache, and fatigue, then disappear. HIV may take up to ten years to progress to AIDS. The virus destroys CD4+ white blood cells and opens the body up to diseases and infections that the body would normally be able to fight off (pneumocystis pneumonia, cytomegalovirus, fungal infections, toxoplasmosis) and rare cancers (Kaposi's sarcoma, Burkitt's lymphoma, primary lymphoma in the brain).

    Diagnosis of HIV is made by a simple blood test, and AIDS is diagnosed by a CD4+ count of less than 200/microliter (normal is 500-1500). Treatment of HIV is called highly active anti-retroviral therapy (HAART) and includes hundreds of options to stop the replication of the HIV virus (Zidovudine, Lamivudine, Tenofovir, Efavirenz, Kaletra, Reyataz)
